Step 1: Determine the Type of Georgia Childcare License You Need

  • Family Child Care Learning Homes (FCCLH): For smaller, home-based programs serving 3 to 6 children.


Step 2: Complete Licensing Orientation and Training

Before submitting an application, all applicants must complete a Licensing Orientation via the Georgia Professional Development System (GaPDS). This orientation covers essential rules, regulations, and the application process. You’ll receive a certificate upon completion, which must be included with your application.


Step 3: Submit Your Application via DECAL KOALA

All applications must be submitted online using the DECAL KOALA system. Paper submissions are no longer accepted. Be prepared to upload required documents such as:

  • A zoning approval or letter confirming it isn’t needed.

  • A business license or waiver stating it’s not required.

  • A fire inspection report (if applicable).

  • Health and safety verification (e.g., septic system or water system documentation).

Additionally, include the completed license application form and any supporting ownership documents if applicable (like articles of incorporation for organizations).


Step 4: Prepare for Background Checks and Pre-Service Training

All childcare providers and staff must pass a criminal background check. Additionally, providers operating a Family Child Care Learning Home must complete 10 hours of pre-service training, covering:

  • Early Learning Standards

  • Communication and Business Management

  • Leadership Development

  • CPR and First Aid Certification


Step 5: Attend Mandatory Application Training (MAT)

Applicants for larger facilities, like child care centers, may be required to attend MAT sessions, which are held monthly. These trainings ensure applicants fully understand the operational and compliance requirements for childcare centers.


Step 6: Wait for License Approval

Once you submit your completed application, processing times vary:

  • 60 days for Child Care Learning Centers.

  • 45 days for Family Child Care Learning Homes or changes of ownership.


Keep in mind that the processing clock starts only after your application is reviewed and confirmed to be complete.
